Hi,
Using Exclude members from report editor you can achieve your required format.
You have to exclude following combinations:
2012.JAN,BUDGET
2012.FEB,BUDGET
...
....
2012.DEC,BUDGET
Note : Since there is no option to exclude members by property every year you have to manually include all periods of last year and Budget .
