This what I can recommend but you can look for other alternatives too.
First you need to check for give material, vendor and purchasing org info record exists or not in table EINE. If true, then look into table A018 for where are maintained manually by user or some program.. (Not from Info update as it only update last PO number not conditions)
Now if Pass Material and vendor in A018 to get the condition record number, pass this number to KONP table find all other conditions maintained such Freight, discount etc.. A018 do have Gross price condition.
If you want to consider conditions records where PO number is updated for info record. Find the relevant info record from EINE. Pass the info record EIPA table. Then pick the PO number pass it into EKKO table to get the condition number. Now based on Line item and Condition number, find out conditions of last updated PO in info record from KONV table.
Alternatively- You can also your technical consultant (ABAP) to develop report using FM ME_GET_INFORECORD_CONDITIONS_1
